DILG XI establishes partnership with academic institutions on development planning
On March 25-26, 2019, the Department of the Interior and Local Government (DILG) Region XI conducted an activity entitled “Improving Local Development Planning and Investment Programming: Establishing Partnership with the Academe and Local Resource Institutes in Providing Technical Assistance to Local Government Units (LGUs) on Comprehensive Development Plan (CDP) Formulation”, held at the Grand Regal Hotel, Lanang, Davao City. The activity was participated by eight (8) Higher Education Institutions (HEIs) together with provincial and city planning development officers, DILG provincial and city directors and personnel.

The objective of the activity is to establish partnership with Higher Education Institutions (HEIs) in providing technical assistance to local government units on CDP formulation. And this has been underscored with the statement of Project Manager Richard L. Villacorte that “it is important to put in mind that in order for us to accomplish our goals for development, we need to have clear plans and truly these academic institutions can help us achieve the attainment of 100 % LGUs with CDP formulated in the Region”. As of March 15, 2019, monitoring report shows that only twenty-eight (28) out of forty-nine (49) cities and municipalities in Region XI have Comprehensive Development Plans. As mandated by the Local Government Code of 1991, the CDP is one of the plans that the LGUs must be able to formulate. The CDP is more than just a plan, it is the LGU’s roadmap towards development and progress. Through the leadership of Regional Director Alex C. Roldan, CESO V, the DILG XI wants to broaden its capacity development support to the LGUs. Thus, the team has initiated a collaborative activity with the HEIs to further assist LGUs in advancing quality and substantive local development planning and investment programming.
Another highlight of the activity was the presentation of the drafted Memorandum of Agreement (MOA) between the HEIs and the DILG on provision of technical assistance to LGUs on CDP formulation.

The two-day activity has oriented the HEI representatives on the policies, processes, and tools on CDP formulation prescribed by DILG. The participants were made to understand that planning should precede development. In the closing remarks of Assistant Regional Director Abdullah V. Matalam, he said “through this partnership, provision of technical assistance to local government units in CDP formulation will be strengthened”.
